Read the reason before choosing the route.
For an online EP or S Pass application, check the rejection advisory in EP eService. If the application was submitted manually, use the rejection letter. The reason is the starting point for deciding what can realistically change.
What needs to change?
Look for a specific issue that can be corrected with new information, updated evidence or action taken by the employer.
What does not change?
A clearer explanation alone does not fix an unchanged salary, role, qualification, advertising or company issue.
MOM states that there will be no change in the outcome unless the appeal addresses the rejection reason with new information or action.
Appeal only when the file can be stronger.
An appeal may be appropriate when the employer can show that the issue has been addressed. If the facts are unchanged and the same documents would be submitted again, a new application or a different route may need to be considered instead.
The candidate or employer can now meet the requirement identified in the rejection advisory.
Documents, qualification information or declared details can be corrected and supported consistently.
An outstanding advertising, tax, company or application issue has been addressed.
The employer is using the pass route that fits the role, salary, candidate and current requirements.
Fix the file, not just the wording.
The strongest appeal connects the rejection reason to the action taken. Keep the explanation short, then attach only the supporting documents that are required or genuinely address the issue.
Check the threshold.
Review the current qualifying salary and COMPASS position. Do not rely on an old calculation or a salary figure that has not been tested against the current route.
Correct the proof.
Where the issue concerns qualifications or verification, make the declared information and proof consistent before submitting anything further.
Revisit the advert.
If the issue concerns job advertising or fair consideration, check the role, dates, salary, applicants considered and hiring records.
Resolve the context.
Review company information, business activity, tax matters and any other employer issue identified in the advisory.
MOM advises that supporting documents and remarks should be included only when required. Unnecessary material can make the review slower rather than stronger.
Use EP eService.
For Employment Pass and S Pass applications, the employer or authorised third party that submitted the application can make the appeal through EP eService. The candidate should not submit an employer appeal directly.
Check
Read the rejection advisory and confirm the appeal deadline.
Correct
Resolve the issue and prepare the specific evidence that supports the change.
Submit
File the appeal through EP eService within the applicable period.
Track
Use EP eService to check the appeal status and print the outcome letter.
MOM currently states that EP and S Pass appeals should be submitted within three months of the rejection. If that period is missed, a new application may be required.
A timeframe is not a promise.
MOM currently states that 85% of EP and S Pass appeals are processed within six weeks. The actual timing can depend on the case, the quality of the information and whether further clarification is needed.
Do not promise a start date based only on the appeal timeframe. Keep the employer, candidate and hiring team aligned on what happens if the outcome is delayed or unchanged.
FAQ
Can I appeal by submitting the same documents again?
An appeal should address the rejection reason with new information or action. Repeating the same file without resolving the issue is unlikely to change the outcome.
Who can submit an EP or S Pass appeal?
The employer or authorised third party that submitted the application can appeal through EP eService. The candidate should not submit the employer appeal directly.
How long do I have to appeal?
MOM currently states that EP and S Pass appeals should be submitted within three months of the rejection. Always check the live MOM advisory for the application.
Should I appeal or submit a new application?
That depends on the rejection reason and what has changed. If the original issue can be addressed within the appeal route, an appeal may be appropriate. If the facts or route need to be rebuilt, a new application may be more suitable.
Use the current MOM route.
