Qualification evidence that stands up.

Education documents are not just an upload task. If an Employment Pass case relies on COMPASS C2 points, the qualification, institution and verification proof must tell the same accurate story.

The evidence test

MOM's verification proof is intended to confirm that the qualification is genuine and that the awarding institution is accredited. It is not the same as collecting every personal document a candidate may have.

The first decision

Do you actually need the proof?

If the EP application needs points under COMPASS C2, the employer must submit the candidate's qualification and verification proof. If the application does not need C2 points, MOM says the employer does not need to submit the candidate's qualifications and verification proof for that criterion.

Do not collect documents by habit.

What qualifications can contribute.

C2 awards points for degree-equivalent qualifications. Depending on the institution and qualification, the current framework can award 20 or 10 points. Qualifications that are not degree-equivalent do not earn C2 points, although a candidate may still pass COMPASS through other criteria.

Accepted evidence

Choose the right verification route.

MOM accepts verification proof from specified sources. The proof should confirm both the authenticity of the qualification and the accreditation status of the institution.

01Government or awarding-institution portal

Use an official online verification portal that is available in English, public and verifiable by MOM.

02Listed background screening company

Use a screening company listed by MOM and follow the current process for the MOM verification reference number.

03Professional body or special route

Some professional qualifications and countries have specific verification documents or portals.

04OpenCerts digital certificate

Where applicable, submit the digital certificate in the required OpenCerts format rather than a screenshot.

Avoid preventable delays

A certificate alone may not be enough.

MOM says that an education certificate, a document certified by a notary public or a school letter is not, by itself, accepted verification proof for the relevant EP verification requirement.

  • Do not use a non-verifiable screenshot. The source must be accessible and verifiable by MOM.
  • Do not self-translate proof. Follow MOM's document and translation requirements for non-English documents.
  • Do not alter the institution name. Use the correct current name and check spelling and translation.
  • Do not submit an old provider document blindly. Older proof may need reissue with an MOM verification reference number.
Cases that need care

Fresh graduates and unusual qualifications.

A candidate who has graduated but has not received the final certificate may still be declared, but the application needs verification proof confirming that the qualification was awarded. The awarding institution's portal or an MOM-listed screening company may be relevant.

If a qualification cannot be found in the Self-Assessment Tool or application form, check the institution's current name and spelling first. If necessary, obtain verification proof from an MOM-listed background screening company; MOM will determine whether the qualification meets the current criteria.

Qualifications only need to be verified once in the ordinary case, but older proof issued before 1 September 2023 may need to be reissued with an MOM verification reference number.

Responsible preparation

Handle candidate documents carefully.

Qualification verification involves personal data and may require documents to be shared with a screening provider or awarding institution. Tell the candidate what is being checked, why it is needed and who will receive the information.

Practical rule: Collect the minimum evidence needed for the route, keep the source and verification reference with the case record, restrict access internally and follow AIS's privacy notice and retention process.

Do not ask for unrelated documents such as NRIC copies, bank details, salary documents or personal records merely because they are available. Request additional information only when the application or a specific requirement calls for it.

FAQ

Do all EP candidates need qualification verification?

No. Verification proof is required when the application needs points under COMPASS C2. If C2 points are not needed, MOM says the qualification and verification proof do not need to be submitted for that criterion.

Is an official degree certificate enough?

Not always. The verification proof must confirm authenticity and institutional accreditation through an accepted source.

Can AIS recommend a screening company?

AIS can explain the document route, but the employer should choose from MOM's current accepted list and confirm coverage, cost and processing time directly with the provider.

Do qualifications need to be verified again for every application?

Generally, no. However, older proof may need to be reissued with an MOM verification reference number, and the current MOM instructions should be checked.
